PROJECT QUALITY ENGINEER
EDMONTON, ALBERTA

 Tracer Industries Canada Limited, a Division of Tyco Thermal Controls, is an Engineering, Procurement and Construction (EPC) firm that specializes in Heat Management Systems for the Oil and Gas Industry.  We are currently seeking a Project Quality Engineer for an EPC project.  The position will be based in our Canadian Head Office located in Edmonton, Alberta.

Responsibilities:

-         Facilitate effective implementation of established Project Rework Reduction Tool.

-         Coordinate incoming and outgoing RFI (request for information) process for efficient resolution.

-         Assist with the development and review of Project Quality Management System documentation, including policies, procedures, process maps and forms.

-         Facilitate the issuance and revision control of the above documents.

-         Coordinate and communicate on new and forthcoming changes to management system processes and procedures and the changes to documentation that these changes require,

-         Provide meaningful and timely statistics and recommendations to management to ensure continued improvement of Management System. 

-         Act as a resource to Project Management and employees on issues pertaining to Quality.

-         Assist with the implementation of the Tracer Quality program and monitoring the program’s effectiveness.

-         Provide guidance and mentoring on quality initiatives and act as a resources to individuals.

-         Provide expertise and training for personnel on auditing processes and procedures,

-         Coordinate and assist with the scheduled audits of the Quality Management System and monitor the results of the audit program to ensure that Tracer meets or exceeds quality system requirements.

-         Identify and organize training needs as they relate to the quality management system for all employees.



Qualifications:  

-         At least 5 years of relevant work experience with increased responsibilities in the engineering and industrial construction sector with at least 2 years direct experience in a quality management system role.

-         Undergraduate degree in Engineering preferred.

-         Certified Six Sigma Green Belt or equivalent experience with DMAIC methods.  Six Sigma Black Belt preferred.

-         Thorough working knowledge of Quality Methodologies, Cost of Quality, SPC, Statistical Decision Making, Continuous                 
       Improvement Techniques Quality Management System requirements, (ISO 9000 series).

-         Excellent communication skills, both verbal and written, and the ability to interface effectively with engineering, sales,     
       administration and construction groups,

-         Good conceptual, analytical, problem solving and organizational skills,

-         Proficient with Microsoft Office Programs,

-         A “hands on” individual, who enjoys challenge, is capable and dedicated to getting the job done with minimal support and     
       direction.

Leads and mentors project quality coordinators.

Responsible for the organization, planning and direction of project quality audits.

Provides pipeline system-related engineering and construction quality management expertise for the execution phase of Enbridge’s mainline capital pipeline projects in Canada as required, including all issues related to quality management systems (QMS) for project related work processes within Enbridge, for engineering firms providing services to support the projects and for mainline and station construction contractors.

The scope of practice is firstly focused on the safe, efficient and effective execution of Pipeline Projects, facilitating compliance with project requirements through the development and effective implementation of project quality management systems. In the broader context the role also provides technical support and participates in the development of pipeline construction programs; advises on the introduction of new technologies, methods and products; and mentors, trains and instructs other personnel on quality related matters.

 Specific Accountabilities

 

·         Fully accountable for field audit assignments being completed within financial and scheduling constraints.

·         Accountable for the quality, cost, scope and schedules of all work performed by the field auditors.

·         Accountable to report to project execution teams monthly on compliance with Project Procedures, design standards and regulatory requirements and remedial and preventive actions.

·         Works with the project health safety and environmental (HSE) team to ensure that all areas of the project’s operations conform to applicable Enbridge, regulatory and contractual HSE obligations

·         Works with appropriate quality managers to ensure that project quality management plans and dependent systems and procedures are developed and implemented to assure compliance with project regulatory and contractual requirements.

·         Assess the effectiveness of quality planning to ensure that process controls and requisite product and service verification and inspection arrangements are established and adequately resourced for the project.

·         Responsible for production of Project close-out quality summary.

·         Based upon Enbridge and Industry experience, responsible to identify improvements to project execution practices to support EPI continuous improvement initiatives.

·         Audit functions include safety, environmental, welding, NDE, coatings and hydrostatic testing.

·         Directs and assist in the implementation of quality management systems for pipeline and station construction.
